That suggests you've got a lot of noise sources around the house. You're going to have to find and kill every one of them. Standard good practice is to address your own home (in this case, your own apartment) first, then use what you've learned to help you chase through other apartments.

And DO get serious with checking for problems with the wiring in your building. The good news is that it's YOUR building, you are the landlord, and the boss The bad news is you have to pay for it. :)
