It is now legal to grow in Colorado. You don't need a script or
anything. 6 plants per person up to 12 plants. There are some other
rules. I have no idea how the law effects rental agreements. Growing
for dispensaries is highly regulated, tracked, monitored etc.

In Boulder, CO I have tracked down 5 growers in a residential
neighborhood. Most of them were in rental houses, and growing for
"personal" use. Some were CU students and some had medical marijuana
permits.

You could call the Sheriff's department and give them your info. They
might just be growing tomato plants for spring planting but
doubtful. The SO might already have some leads.
Regardless these noise makers need to go away.
