The first adsl modem/router I had was real sensitive to 40m also, had to
build a custom filter for the phone line for it to keep it running...
ferrites on all the wires didn't help.  The one I have now runs fine with no
extra filters.  Unfortunately this one is a Verizon branded model 7500 so
I'm not sure who really makes it.

Why not use "Snap on Chokes"?
Put as many in series as needed.
