Roger (K8RI) makes some germane and spot on points in his post.
Back in 2011, a leaked letter ostensibly from the UK's GCHQ (similar to our
National Security Agency, the intelligence collection and eavesdropping agency)
complained about a higher overall noise floor hampering their mission. Whether
this letter was legitimate, or merely a canary trap, we will never know. But,
if true, it paints a dim picture of the future for our beloved spectrum unless
action is taken now.
You know, it's funny, but I see our leaders fretting over all the other types
of pollution in our world, but since RFI is invisible, no one is the wiser
except us hams, the spooks, the military, and of course the radio astronomers.
My hat goes off to Mr. Hare, Mr.Gruber, and the whole staff at ARRL for their
valiant efforts to "preserve the noise floor."

A letter from GCHQ suggests power line networking interferes with spooks, or
does it just affect radio amateurs?
A broadband technology that is being used in British homes is hampering the
ability of the UK’s top secret listening station, GCHQ, to do its job.
The information came to light in a letter written by GCHQ’s spectrum manager
back in March, but according to various media reports the letter has been
officially renounced by the organisation because of inaccuracies and is not
apparently an official document.
However the letter (PDF file) is available on the site of pressure group Ban
PLT and features GCHQ logos and letterheads.

“GCHQ wishes to express its concern over the manufacture, importation and sales
of equipment used in support of the above technologies (i.e. power line
technology and associated home networking devices,” reads the letter.
