Filtering devices are rarely a necessary solution if equipment is
designed and built not to radiate or conduct noise! It's simply a matter
of good engineering practice with that as a design objective. That
includes good circuit design, good construction techniques, proper
wiring, and in the case of systems like solar systems, proper installation.
A VERY common cause of RFI both to and from equipment is improper
termination of cable shields, which SHOULD go to the shielding enclosure
but go through it instead to the circuit board. A similar error is
commonly made with termination of the green wire in mains power wiring
to equipment, and the omission a few inexpensive components to prevent
conduction of noise to mains power wiring.
As long ago as 1964, when I first worked in manufacturing as an
engineer, there existed a department whose job it was to remove
components to reduce cost until the product no longer worked. If you
open up almost any product connected to the power line, it's VERY likely
that you'll find empty spots on the circuit board where parts were there
for EMC certification, but not there when products went into production.
And these parts cost pennies.
