Not always.  Cabrillo specifies frequencies only in integral
kHz.  The software may truncate or round your frequency to
the nearest kHz.  Let's say it rounds: then a QSO on 3521.49
would be logged as 3521.  If you then QSY 1.02 kHz to 3522.51
the QSO will be logged as 3523 and will satisfy the 2 kHz QSY
requirement for RSGB CW sprints, even though you have moved
only half that amount.

Of course, one solution would be to update the Cabrillo
specification to record frequencies at higher resolution.
