The 4229 tuner should not have any variable components in circuit with
the bypass switch enabled, thus it sounds like you have a wiring
problem.
As to the inductor, it is normal for it to have minimum inductance at
the far right (30) on the dial. I have a 238 tuner, which is basically
the same circuit, visually inspected the inductors in both 238/4229 and
determined that the 4229 inductor is wound backwards and inductance goes
in the opposite direction per similar crank on the knobs. Per the 4229
manual, this is normal -- why TT did this, we can only speculate.
It took me a while to figure out what was going on, as the users manual
only briefly mentions this setting, however the construction manual is a
little more detailed.
If you run into a stone wall trying to figure this out, I have a 4229
that works properly and can help somehow.
