Charlie,
This is a common problem with Paragons.  The culprit is bad solder
connections on the VCO/PLL board.  I've had the problem 3 times since
1991 with my Paragon.  The fix is to resolder the connections on the
board.  I don't have the book right now, but there are either 4 or 5
VCO's on that board each covering a range of frequencies.  It sounds
like your highest range VCO needs attention.  Figure out which VCO is
which and resolder the connections around the problem VCO.  I've found
out, however, that the best approach is to completely resolder the board
after removing the original solder.  This fixed mine the last time and
I've had no problems in 3 years since.  If you are not VERY experienced
in soldering PC poards and don't have the proper soldering equipment I
would not advise attempting a home repair and you should sent it to Ten
Tec.
