I replaced the U8 the XR-2404 with a Mouser replacement 24C04 and all is well. The Mouser part number is 511-M24C04-BN6 at a whopping $0.76. The amazing thing is that I found where I'd safely stored my "spare". Anyway the Model 253 Automatic Antenna Coupler is now behaving!
