Resonant antenna elements do not have maximum current flowing in them by
virtue of being resonant as compared to the non-resonant length. The term
'resonance', as applied to antenna elements is not defined as maximum
current flowing in it. Resonant elements are not better radiators than
non-resonant lengths.

A shortened element, non-resonant, has more current in it for the same
power applied to it, than a resonant length by virtue of  a lower
radiation resistance.

On the other hand, a longer, non-resonant length antenna has less current
flowing in it by virtue of it's higher readiation resistance. However, it
can be (in fact is) a better radiator than the resonant length. It is
called a double extended zepp and is a 3db better radiator than a
resonant half wave antenna.
