[TenTec] Scout Question

I am interested in a Scout as a back up radio and field day rig. There have 
been numerous comments over the past few years regarding the Scout *jumping 
frequency*. Was that ever resolved as to whether it was a problem with using 
too low a powering voltage or was it a design glitch?  Alan KB7MBI in
