I thought I saw it said that the new allocation on 60m was restricted to
fixed stations, no portable, mobile, or hand carried. I can't prove
that. I just read the text of the FCC Report and Order and I don't see
it there unless its hidden in some Word formatting I can't read in
WordPad.

With the band so limited in size, most contest organizers will probably
refrain from using it.

Reading the details of the report and order, while the FCC is thinking
2.8 KHz channels with ONE signal at a time, it might be practical to
have a couple QSO per "channel" with a lot of interference from overlap
by staying within that 2.8 KHz of available spectrum. That would place
one carrier 200 Hz below the 2.8 KHz lower band edge, and the other up 1
KHz while using a 1.8 KHz transmitting filter. The FCC only says to keep
all emissions within that 2.8 KHz channel spectrum and use upper
sideband suppressed carrier. They presume a carrier frequency 1.4 or 1.5
KHz below the channel center. But they don't PRESCRIBE that. They only
prescribe keeping emissions within that 2.8 KHz assignment and using USB
without carrier. (and 50 watts ERP). They give no tolerance for power
level, ERP measurement or frequency measurements. They put great
emphasis on emergency communications when 75 and 40 meter propagation
isn't appropriate. They don't mention normal amateur QSOs in any manner.
They don't understand us. The allocation is secondary to government
services who might choose to use those channels, all with far greater
power limits.
