The grease in the PTO is probably hardened.

Tentec sells a rebuild kit for a bit of $20 that includes grease and
instructions. You NEED those instructions more than the parts. If its
stiff its probably not worn. Getting into it, cleaning out the old
grease and applying new grease to the ball drive and the screw should
make it work smoothly again. Figure on three hours. Its handy to have a
serving tray like a cafeteria tray to catch the loose balls as you work
on it. Far better than loosing them in the carpet.
