Surprising. Sounds like maybe (1) the transmitter was disabled in the
menus (that could have been intentional if there wasn't an official control
op or someone else supervising who hit the PTT button), or (2)
somebody fiddling with menus turned on the QSK keying loop which will
prevent the radio from transmitting unless a compatible amp is connected
to the loop, etc..
They might have even locked it down in a special firmware load for the
first reason above.
