This good article doesn't help, neither analog nor digital AGC
cannot be turned off at all.

AGC OFF forces the following parameter values:
  hang = 0
  decay = 1000 dB/s
  threshold = 0.37 uV

Far from being off, AGC remains very much on,
with the strongest possible gain control action,
which looks exactly the same as when using AGC PROG
with listed values.

This may be useful in some way,
but certainly cannot not be described as AGC OFF.
