Based on noise level and conditions, I ALWAYS back the RF Gain down.  Under 
these conditions with no signal the S meter typically indicates S1 to S2, 
certainly no higher than S3.  Using this set-up any weak signal will pop out 
of the noise.

And yes, one does need AGC just in case about the time one is trying to dig 
the weak signal out of the noise, a close by / strong station decides to 
tune on the frequency with a S9 +20dB signal.  Saves ears.
