Last time I looked, it wasn't.
As I recall, the person who created it and "owned" the QTH.NET site had
become a SK. In addition, the QSL.NET and QTH.NET server have been kind of
funky the last few days, rumor is that the servers were undergoing
replacement and things have not been going well.
