Unfortunately, I am not a tech guy either...It seems to me though, whatever
keys the transmit circuit is staying keyed even though I am either releasing
the tune button or unkeying the mike. If I can narrow it down to a certain
circuit board, I might be able to pick up a replacement board somewhere.

Maybe vox delay or cw delay turned wide open or maybe sticking and not  
releasing? I'm not  a tech guy but crossed my mind. I sure the experts will
have 
your solution.
