I do not know if this will help.
I have an OMNI V and the instructions are the same as far as turning down  
one pot and then the other for minimum current.
In the OMNI V they are pots R11 and R21.
But the process is the same but for the pot numbers, word for word.
However, in my manual it says to increase the first pot, in my case R11, in  
yours R15, by 50 milliamps.
It then says to adjust R21, in yours R19, to produce an  additional increase 
of 500 milliamps.
In your post I see you only advanced R15.
What about R19?
Did you overlook it or is it not stated in your manual?
Go over the instructions again to be sure.
PA current on the IC position of the radio meter when done should be at  
around 18 to 20 at full output into 50 ohms.
