Michael,
I have no problem driving my Alpha 99 to full output easily - same
output from the Orion I as you report from your Pro II. Not sure what the
ameritron unit is, but I hope you don't have a tuner between the rig and the
amp. The tuner should go after the amp - assume that's what you have. That
should make zero difference on conditions presented to the rig by the amp.
Don't know that I have any suggestions, but would be glad to answer
questions about my setup...

I am finding that the output drive from the Icom Pro
II produces better output to my Alpha 99 versus the
Orion II. THat is 35-38 watts from the PRO II. Only
diff is changing of the transceiver. I use a
Ameritron ARB-704 and a Nye Viking Tuner in the line.

What could be causing this to happen ??

I can consistently get 1500 out driving the Alpha 99.
Orion I do not get 1500.

Anyone else seen this ?? Is there a setting I am
missing with the Orion..

Please contact me offline if you have some
suggestions.
