Try grabbing the RIT knob, pull out fairly forcefully and rotate back an
forth. This may or may not work and may or may not be a long term fix.
Replacement of the encoder is the cure.  It is doable at home if you are
brave.  Instructions are somewhere on the TenTec website.

My Orion 1 has a problem wherein the RIT-XIT is intermittant or 

inoperative.

I think this has been discussed here before but I'm unable to locate it.
