True, but with no established standard as to voltage levels for ALC 
interconnections between the PA and the exciter, the chances of ALC 
working properly are slim when using different brand exciter and PA. 
When there is adjustable ALC output from PA, you need the same 
knowledge, skills, equipment to get it adjusted correctly as you could 
just use to monitor proper operation without ALC.

Not really, receiver signal input power levels are variable and not 
controllable by the operator of the receiver. With exciter and PA, the 
levels are adjustable and should be much more stable than received 
signal levels.
