Thanks to all who responded with suggestions on what to look for.
I have checked the Power Distribution Board, and found that the +5V on JP2 
is cycling off & on at the same rate as the xcvr cycling off & on.
Have emailed Ten-Tec Service, and waiting for a reply, probably sometime 
after the weekend.
I'm hoping they will send a new Power Distribution Board to replace this 
one, but they may still want the xcvr back to look at under warranty.  Will 
see when I hear back from them.
