For the same reason that in any democracy, every individual must 
contribute to society if the society is to be a healthy one. We 
contribute by learning enough about candidates and current affairs 
to vote intelligently, and by then voting regularly. We also 
contribute by actually participating in community activities and 
service organizations, and even in the government itself. On the 
ham radio side, compare our allocation and privileges to those of 
CB radio or marine radio. Amateur radio has the privileges and 
spectrum allocation that we do so that we CAN contribute and 
BECAUSE we HAVE contributed.
