Try pulling the rubber tire a bit to move it forward on the knob - it could
be that it has slid back and is rubbing against the skirt and forcing it to
move forward faster than the vernier is trying to move it.

My tuner has been in storage for about 3 years and finally made it to 
the desk this week. I discovered the number skirt behind the Inductor 
knob is not secure and slips as the knob is being turned. Any hints or 
tips on how to secure this?
