There is an EXCELLENT piece of well documented research in one of 
the ARRL Antenna Compendiums (Vol 4 or 5 -- I'm on the road in a 
motel, so can't check) showing that the losses in typical window 
line increase drastically when it is wet. As I recall, it is much 
lossier than coax in that condition. Again, going from memory, I 
think the author was Frank Witt. 

There are several things in all of those Compendiums that make them 
well worth chasing down.
