Gary:  The low-pass filter is a fixed, pi network, so it can't be adjusted. 
My guess is that one of the capacitors, C7, C8, C9 or C10 has changed value 
or opened up.  C7 and C10 are 1500 pf, and I would be most suspicious of 
those two since they are the largest value.
