Yes,
Any async serial device is picky about the baud rate, data bits, parity and 
stop bits...they have to MATCH each other.
It will not work otherwise.

Having the wrong COM port selected would certainly prevent the download, but 
I have also found that even if the COM port is the right one that the 
settings for it might be wrong.  I remember reading that the Orion is very 
"picky" about the baud rate and that if it's not set to 57,600, 8 N 1, you 
can run into problems.  This is set in the Device Manager in Windows.

As someone else mentioned on the reflector, a good test is to hook up Ham 
Radio Deluxe.  If HRD can't talk to the radio, the update program probably 
won't either.
