I believe that pot serves to set the offset frequency when the front panel
RIT is switched "off." But hey, ask Steve Hunt.

of RIT/XIT so that there's no offset when RIT/XIT is engaged, until

If the problem is still present when the Offset Tuning is off, it can't
be the balance of those pots. With the OT switched off, the *same* pot
signal is used both for Tx and for Rx.
