I would suspect, from the original description, the power rail for the MP
does not come up within the timer limit. Hence the MP does not start. Now
with a power down and back up and no other change, there is some charge
remaining in the capacitors on the power distribution board from the initial
power on cycle. Thus at the 2nd power up the power is applied correctly and
at the correct value during the start-up interval timing of the MP and all
seems well.
Just my speculation however.

Given the nature of common issues with the Orion, it is more than likely
microprocessor connector related. I have had multiple issues with my Orion
(including the described issue). The long-tern fix, as mentioned by N4PY, is
to take off the front panel and re-seat the ribbon connectors. This does not
mean that it couldn't be a capacitor or other hardware related item but in
my opinion this is the most probably and easiest to diagnose/fix.
The entire process of re-seating the connectors takes me about 10 minutes.

Capacitors on the power distribution board likely need replacing. Or the
fuse connector has some oxidation or corrosion. Looks for signs of heating.

Admittedly she has set a while, since I recently relocated.
When I turn on the radio, after the initiazation sequence, there is only
static from the speaker.
Cycling power a 2nd time and all is well..
Any Ideas??
