I was told by Ten Tec last year when my Orion 1 was in for repair that they
could not update to latest without some mods and the mods would cost more
than the radio was worth.

That's the missing info - not in the manual, and missing from the TenTec
site (that's the blank file).
It reloaded the file, but the radio has the same symptoms.
