Yes. Looks like I'm going to have to set the Jupiter on the shelf and

With no signal and an S9+20 signal, RF gain 100%, I have .57 volts on
the AGC pin. With the RF gain at 0%, I have 1.57 volts on the AGC
pin. From about 30% to 100% RF gain, the voltage stays at .57 volts.

If there are band switches with movable brass silver contacts you
need to place a drop of De-Oxit on each contact area, and rotate the
switch back and forth.
Usually the above will solve these type of problems. If not,
examine all solder joints for correctness of solder melting, shiny
appearance, wetting, etc.
Examine any antenna contact jacks with spring loaded fingers to grip
the matching connectors.
TT uses a crimp on miniature coaxial connector that could work loose
over time, check those.
