Concrete in the ground is never dry unless you live in a the middle of
the Sahara. It will adjust to the moisture level in the ground.

Don't ever expect concrete to insulate you from ground, if the
concrete is in contact with it. Go ahead and stand barefoot on the
concrete. Poor conductor or not, if one side of the AC is connected to
the concrete and the other to your hand....    You're toast.

Hate them horror stories.
