Try this:

While observing the swr on 21.005, try shorting and unshorting
the 40 meter feedline in the shack. It is possible that the
length of the 40 meter feedline is tuning the xm240 driven
element to be resonant near 15 meters. If the swr changes when the
feedline is shorted/unshorted, try changing the length of the
40 meter feedline by about four feet.
