      This is where you need to know where your frostline is. That is, the
soil depth that it freezes to in the winter. 

     Don't forget that the water table is the same all around your tower so it
would all have to freeze as well. The water in the legs is only going to be as
high as the water table. 

     You may want to have a small weep hole in each leg at the top of the
concrete level to drain the legs in case they fill up. I said SMALL hole. This
could be a stress point so it's only recommended as a last resort.
