Actually a plumb bob is the most accurate.

what you do:
If the tower has a pointed top section:
A tennis ball with a hole in it. Place the string through the hold and lover
bob down the mast tube letting the ball sit in the hole.
If the tower has a flat top section and rotor plate, just get a bigger ball.
I've used this technique many times. cheap and fast
Only problem could be a windy day. Then you need a heavier bob.
Elevator installers used to use a BIG steel bob and piano wire to align the
elevator rails.
