Yes, but there was a reason I specified passive decoding -- I don't want to
have to power an IC or individual gates at the tower, nor do I want to have
to protect them against static electricity/lightning EMP.

In retrospect, maybe I need to explain better.  I want a system that will
fail operational in the event that all power to the relay box is lost.  But
the real issue is the fragility of the IC in that environment.  Both of
these reasons disqualify use of a decoder IC, as far as I can see.
