The FAA and FCC regulate all towers over 200 feet.  You have to register
them with the FCC and if within a few miles of an airport (even small ones)
the FAA has strict regulations about height.  You also must put proper
lights on these towers.   This includes adding a repeater or ham antenna on
an existing structure over 200 feet.
