Special 2-part epoxies are made for hard plastics such as PVC. 
Devcon is the brand I have, it's called "Plastic Welder".  It allows 
for adjustment after application, unlike PVC cement, and doesn't 
require a perfect fit.  Works great for building baluns, etc.

I'd use it to apply a piece(s) of scrap PVC for the patch.
