Actually the guys who appear not to be signing any callsign
at all are really just signing with their 0x0 calls, Jerry. Their
0 x 0 callsign indicates that they have reached the pinnacle
in the amateur radio callsign heriarchy. When you have a
0 x 0 callsign you just send 599's to everyone with no
identifier. Responding stations send a report back, and
then leave a blank space in their log signifying that they
have worked a 0 x 0 callsign. If you receive a blank index
card and an SASE in the mail, it is likely from a 0 x 0 station
seeking a QSL card. 0 x 0 stations are also very active on
2 meter FM. You'll often hear them identififying on idle
repeaters. Some people refer to this as Kerchunking, but
it is really just a 0 x 0 station dropping in his callsign hoping
for a QSO with another local.
