Attach one guy very loosely at the 50 foot level in the opposite
direction from the power line.
Then it will do nothing unless the self supporting tower
actually fails.  In that case, it won't stop it from
failing.  Instead, it will force it to buckle in the middle
and fall down in a heap instead of laying over in one piece
and hitting the power lines.
