Sure.

Assuming a 100' tower, attach a c. 60' cable to
the tower at the 100' level AND the 50' level.

Grab the center of the 60' line with the crane hook.
As the tower goes vertical, the crane hook slides along
the 'basket' and ends up just above the top of the
tower. The tower still doesn't hang perfectly vertical,
but it's a lot better than if grabbed solely at the 70'
level. To ensure frictionless slip along the basket,
you can hang a pulley on the crane hook for the basket
line to pass through.
