I get it now. Doc cleared it up for me. :-)

When they say it transmits as well as a dipole and has
larger effective aperture than a dipole (which by definition
at a given wavelength means it has more gain than a full
size dipole), what they actually are saying is it is OK
because they trusted a flawed intelligence report. (Sorry
Doc, couldn't resist that one either!)
