I doubt you'd get that big a fine.. http://www.fcc.gov/ follow the link to 
enforcement branch and take a look at the "orders" and "locally issued 
citations"..  Even blatant unlicensed operation typically merits a few 
thousand dollar fine. (Better keep that "public file" and your EAS gear in 
order, and your antenna structure properly identified and painted..)
But anyway.. what's to keep you from putting a big pad and attenuating your 
signal down to a reasonable level.. say a few tens of mW?
