I think you would find the emery cloth used in this fashion would act more 
like a whole bunch of tiny bearings.  it would grip, but not as tight as a 
plan metal to metal fitting.

I've  not seen the Orion clamp, but the one for the ProSistel (BigBoy) 
rotators has a series of groves in the mast clamp which seems to work quite 
well.
