This is what I heard several years ago from my TV broadcast engineer friends. 
While this will change slowly over time, it is probably still mostly true. An 
important reason why many DTV transmitters are QRP is that they have been 
assigned a channel adjacent to their analog channel, and don't want to 
canabalize the real money maker. That is the case for WBBM-TV (CBS O&O) -- 
analog is Ch 2, digital is Ch 3. Also for WFLD (Fox) -- analog is 32, digital 
is 
31, and WSNS (analog 44, digital 45). 

As to programming, the great San Francisco jazz FM station, KCSM, has their FM 
audio as 24/7 background for their "billboard" stream on their DTV channel. 
That's good, because it's higher and QRO as compared to their FM, which has 
gotten cannabalized by low power "religious" broadcasters in their fringe.
