Disclaimer - I have NOT done EHS, but I used to work for a hoist
repair company, and used to cut a LOT of hoist cable.  One of the
standard methods was a SHARP cold chisel, and a steel bucking block as
an anvil.  We'd wrap the cable with electrical tape, put the cable on
the anvil (we usually used a 12" I beam section, or one of our
workbenches, which had 1/2 steel tops) put the chisel on it, and give
it a GOOD whack with a 5 lb lump hammer - surprise, the cable just
cuts
