Most California Building codes for counties and cities require that
any concrete pour 24" or more deeper must be vibrated.  All the towers
that I've installed in California have had a building inspector on 
site or I have
to show where I've rented a concrete vibrator.

also, some counties are now requiring an on-site slump test for the pour taken
from the bottom of the hole, middle and the last pour on the top if 
the concrete
is over normal 'driveway' specs.  This means that if the building 
dept requires
this you have to have an outside 3rd party at the pour to run the 
tests and provide
the results to the building dept ( on-site, 3day and 28day slumps) 
which usually
an additional $500-$700 for the pour.

So, if the engineering plans have a spec concrete mentioned, try to 
get the engineer
to remove this and just order the concrete with the spec.  Don't let 
it be noted
on the engineering plans or you will be paying for the tests.

Folks - for a 2x2x4' Rohn 25 base concrete foundation, do I need to
use a concrete vibrator during the concrete pour?
