How about you cut three sections of 8' marine plywood, and fasten them to
the tower using commercial strapping?   You can even get 4' ty-wraps from
HVAC supply stores, and they'll do a good job of holding things in place.

That way, in order for someone to climb and  be injured, they would have to
actively remove the strapping, or use a ladder to reach over the panels.

A sheet of 1/2" marine grade should run you under 50 bucks.  Don't use
common plywood, though, it will delaminate.  (So will marine grade, over
time. Just not as fast. ...saturate the edges with paint!)
