I think there are 2 factors involved here.
1. Many hams are active in contesting. They usually use short messages
stored in their computers to send to their contacts. One might be "599 EWA"
in response to a station answering your CQ .
2. Rare DX stations create large pileups of stations calling them. If they
answer you there are probably still stations calling on your frequency. He
has learned that nearly everyone will give him a 599 report. If you give
anything else he will possibly ask for a repeat and thus slow down his QSO
rate. The only critical thing is to get your call right in the pandemonium
on frequency. I believe this situation is true only for very rare DX and
true reports are common otherwise.

Interesting practice... why would you intentionally misstate the report?
I know everyone wants a 599, but why lie about it, as it is a valid contact
in any case? Is it just a matter of long distance courtesy?
(Not an argument, and not being critical of you, but a serious question
about good operating practice - and I guess it is a common occurrence,
but I am trying to understand the why of it all.)
